Oregon utilities began shutting down power to thousands of customers on Friday as dry easterly winds swept into the region, raising the risk of wildfire danger. Portland General Electric halted power in the Columbia River Gorge and around Mount Hood and a second power company was poised to do the same Friday. More than 40,000 customers will likely lose power in planned shutoffs as winds of up to 60 mph hit some areas. Authorities urged residents to charge cellphones and be ready to evacuate. Power shut-offs due to extreme fire weather, common in California, are new to the Pacific Northwest.

Jimmie Johnson says sponsor Carvana has agreed to fund next year’s racing endeavors. The seven-time NASCAR champion will use the next few weeks to determine his 2023 schedule. Johnson just a week ago said he was still seeking funding for a full IndyCar season. But he’s also impatiently awaiting IndyCar’s upcoming schedule because he wants to be part of NASCAR’s special project to take a Hendrick Motorsports entry to the 24 Hours of Le Mans. Khamzat Chimaev has missed weight for the main event at UFC 279. He came in 7 1/2 pounds over the welterweight limit, throwing his showdown with Nate Diaz into doubt. Chimaev is a Chechen-born Swede considered one of mixed martial arts’ top rising stars. But he weighed 178.5 pounds Friday morning at the UFC Apex Gym. That’s far over the maximum 171 pounds. The UFC didn’t immediately announce whether Diaz or Chimaev will stay on the pay-per-view card, either in two new bouts or against each other at a catchweight that would mean an enormous boost in pay for the 37-year-old Diaz.

North Korean leader Kim Jong Un is stressing his country will never abandon the nuclear weapons and missiles it needs to counter hostilities from the United States. He accuses the U.S. of pushing a pressure campaign aimed at weakening the North’s defenses and eventually collapsing his government. State media said Friday that North Korea’s rubber-stamp parliament also passed a law that requires North Korea’s military to “automatically” execute nuclear strikes against enemy forces if its leadership comes under attack. Kim also addressed domestic issues in his speech, saying North Korea would begin its long-delayed rollout of COVID-19 vaccines in November. He didn’t give specifics.

Russians have started voting in the country’s first election since the Kremlin sent troops into Ukraine in February. Many opposition politicians have been barred from running in the three-day vote that takes place both at polling stations and online. While some prominent opposition politicians have been jailed or barred from running, over a 100 independent candidates are running for municipal councils in Moscow. Municipal councils, the lowest level of local governance with little real powers, have become important battlegrounds for Russian opposition politicians who have been cut off from competing in national races.

A federal judge in Florida has dismissed Donald Trump’s lawsuit against 2016 Democratic rival Hillary Clinton and former top FBI officials, rejecting the former president’s claims that they and others acted in concert to concoct the Russia investigation that shadowed much of his administration. U.S. District Judge Donald Middlebrooks said in a sharply worded ruling on Thursday that Trump’s lawsuit, filed in March, contained “glaring structural deficiencies” and that many of the “characterizations of events are implausible.” A lawyer for Trump said he would appeal the dismissal.

New York Gov. Kathy Hochul says the state is stepping up its polio-fighting efforts after the virus was detected in the wastewater of yet another county in the New York City area. Health officials began checking for signs of the virus in sewage water after the first case of polio in the United States in nearly a decade was identified in July in Rockland County, which is north of the city. The latest detection involved a wastewater sample collected last month in Nassau County on Long Island, directly east of the city. The lone confirmed case in New York involved an unidentified young adult who was unvaccinated.

PHILADELPHIA — What is normally rush hour is approaching for the Atlantic hurricane season, but so far the tropical storm traffic has been eerily unimpressive, despite all those ominous forecasts.

Italian president Sergio Mattarella has joined a long list of officials voicing support for North Macedonia joining the European Union, together with other Western Balkan countries. “Without the entry of the countries from the Western Balkans ... the unification of the continent will not be completed,” Mattarella said Friday. He spoke at a press conference in Skopje with North Macedonia’s President Stevo Pendarovski. Six Western Balkan nations are at different stages on their paths toward membership of the 27-member EU. North Macedonia and Albania started membership negotiations in July, while Serbia and Montenegro have made the greatest progress. For all, the process is expected to take years. Nevertheless, it’s seen as important in diminishing Russian influence in the region.

A supporter of Brazil’s president used a knife and an axe to kill a backer of the main opposition leader after an argument about politics, weeks ahead of presidential elections, according to police. The killing occurred on Wednesday, the day of Brazil’s independence bicentennial, near the town of Confresa, Mato Grosso state, in Brazil’s central-west region, a stronghold of President Jair Bolsonaro. The 24-year-old suspect, who was not identified, killed Benedito Cardoso dos Santos, a 42-year-old farm worker who supports presidential candidate Luiz Inácio Lula da Silva, police said. Da Silva, a former president, is the main challenger to Bolsonaro ahead of the vote on Oct. 2.

Hundreds of striking nurses have paused picketing as their union reached a tentative contract agreement with 13 of 14 nursing homes across Pennsylvania. SEUI Healthcare Pennsylvania announced Friday that bargainers have come to terms with nursing home operator Priority Healthcare, one day after a deal was reached with another operator, Comprehensive Healthcare. Contract details were not released pending ratification votes. A total of about 700 unionized workers at 14 nursing homes statewide went on strike Sept. 2 in a dispute over pay, benefits and staffing levels.

A North Carolina-based semiconductor company says it will build a $5 billion manufacturing plant in its home state to produce silicon carbide wafers. Wolfspeed Inc. announced on Friday that it plans to create 1,800 new jobs by the end of 2030 at a location in Chatham County. Wolfspeed could receive $775 million in cash incentives, infrastructure improvements and other sweeteners from North Carolina and local governments to build. The silicon carbide chips are emerging as a favored part for renewable energy products. The jobs announcement marked another big economic win for central North Carolina.
